design an OC?

So, if a person wanted to make a Monster High OC of sorts but can’t draw or anything like that, how could that hypothetical person make a picture of her OC? Like, is there a handy (free) “design an OC” thingie out there somewhere?

At Target they have those sketch pads with the ghouls lightly outlined so you could add clothes or change the hairstyles or whatevs. I use them when I’m having art blocks, but mostly just think they’re fun
